A new study by the Secretariat of the International Conference on the Great Lakes Region (ICGLR) and UNHCR, the UN Refugee Agency, highlights risks of statelessness for refugees who have spent more than 20 years outside their country of origin, and especially for their descendants born in exile.

The study, “Refugees from Generation to Generation: Preventing Statelessness by Advancing Durable Solutions in the Great Lakes Region”, focused on Rwandan refugees in the Democratic Republic of Congo (DRC), Congolese refugees in Rwanda, and South Sudanese and Congolese refugees in Uganda. It was based on surveys and focus group discussions with refugees, as well as on legal and policy analysis and interviews with government officials where possible.

The study found that most long-term refugees lack any identity document from their country of origin and would face huge challenges in re-establishing nationality if they were ever to return to that country. They identify most closely with the country of asylum, and many – though not all – would like to acquire citizenship there. In practice, however, naturalization is impossible to access, while many refugees struggle even to renew their refugee identity documents. Gaps in nationality laws mean that those born in the country of asylum are at especially high risk of statelessness – above all, if their births were not registered. According to the study, only eight percent of the adult long-term refugees surveyed had a birth certificate. Although birth registration rates have improved significantly for children of refugees born in asylum countries, most notably in Rwanda, only 28 percent of adult refugees born in Uganda, and six percent of adults born in the …(click here for more details)

The International Conference on the Great Lakes Region (ICGLR) is an intergovernmental organization composed of 12 Member States of the Greater Great Lakes Region, which was established in 2006 with the assistance of the African Union (AU), the United Nations (UN) and bilateral donors. Bujumbura, Dec. 22 (ICGLR) – The Conference Secretariat of the Great Lakes Region (ICGLR) on Wednesday welcomed the adoption unanimously by the UN Security Council of the resolution to renew the mandate of the UN peacekeeping mission in the Democratic Republic of the DRC (MONUSCO) and the resolution to lift notification requirements for arms shipments to the DRC.

At present, the security situation in eastern DRC remains dire, with armed groups occupying vast areas and seriously threatening the lives and property of the population. Under the current circumstances, the mandate renewal for the UN peacekeeping mission is conducive to regional peace and stability and consistent with the expectations of the DRC government.

The Conference Secretariat of the Great Lakes Region (ICGLR) also welcomed the resolution that lifts the notification requirements for the import of arms by the DRC government.

Last year , the Chairman of the ICGLR and President of Angola, HE Joao Manuel Gonçalvas Lourenço, has been calling for lifting or adjusting the sanctions measures against some ICGLR member States and the Heads of Security Service known as Regional Coordination Committee of the ICGLR in their last meeting in Khartoum asked to the UN Security Council to adjust and remove in a timely manner the arms embargo against ICGLR member States, such as Sudan, South Sudan, and the Central African Republic, so as to create conditions for those governments to enhance their security capabilities.

The Conference Secretariat is delighted to see that at the critical juncture when the DRC government is combating armed groups and trying to maintain national security, the Security Council responded positively to the demands of the DRC and adopted unanimously the resolution 2667.

The Secretariat of the International Conference in the Great Lakes Region (ICGLR) expresses concern over attacks on the facilities of the United Nations Stabilization Mission in the DRC (MONUSCO) and its staff in Goma by some civilian population.

The Secretariat of the International Conference on the Great Lakes Region (ICGLR) Condemns the said unacceptable violent acts and calls on the Government of the DRC to take all necessary measures to ensure the security of UN facilities and safety of its staff.

The Secretariat of the International Conference in the Great Lakes Region (ICGLR) requests all inhabitants of Goma to refrain from all speech that may incite hatred against MONUSCO or disturb peace and security in the city.

The Conference Secretariat will continue monitoring the situation in Goma closely in cooperation with the Government of the Republic of DRC

Bujumbura, 18th July 2022: The International Conference on the Great Lakes Region (ICGLR) is scheduled to send an Election Observer Mission (EOM) to the elections of the Republic of Kenya scheduled to take place on 9th  August, 2022, as per the provisions of the Protocol on Democracy and Good Governance, adopted by ICGLR Heads of State and Government in 2006.  This follows an invitation from the Government of the Republic of Kenya.  The deployment of the Mission underscores ICGLR’s continued support for Republic of Kenya’s efforts towards its further democratic consolidation.

To this end, H.E. Amb. Ismael Abraão Gaspar Martins, an Angolan Diplomat and former Minister of Finance and of External Trade of the Republic  of  Angola,  has  been  appointed  to  lead  the  Mission.    The Mission, which is scheduled to arrive in Kenya on 22nd July 2022, will also be comprised of officials from the ICGLR Member States, the Conference Secretariat, the Levy Mwanawasa Regional Centre on Democracy and Good Governance (LMRC) as well as the ICGLR Forum of Parliaments.

It is envisaged that in the build up to the elections, the Mission will have a series of meetings with representatives of the Kenyan Executive, Judiciary, Political Parties, the Independent Electoral and Boundaries Commission (IEBC), the media, Women and Youth, Civil Society Organizations, among others.
